Orange’s Dumitru declares bid for Duvall’s Assembly seat

Got a ring from Orange City Councilman Jon Dumitru, who just declared his candidacy for the expected special election to replace disgraced former Assemblyman Mike Duvall. Dumitru is the second Republican to declare, joining county Supervisor Chris Norby in the race to represent the heavily GOP district.
“I truly believe voters deserve a nominee that meets three criteria,” Dumitru said. “A nominee who is conservative, a nominee who is free from scandal, and a nominee who is able to win and hold the district for the Republican Party.”
Like possible GOP candidates Linda Ackerman and Harry Sidhu, Dumitru lives outside of the district. He said he’s lived in the district virtually all his life and had already planned to moved down the street into a condo in the district before Duvall’s sex scandal erupted Wednesday. He said this accelerates his moving plans up to this weekend.
Dumitru was more guarded than possible candidate Scott Brady in addressing concerns about past accusations of sexual harassment against Norby. The claim was dismissed, but the court chastised Norby.
“The district needs someone who can restore faith in the office,” Dumitru said when asked about Norby.

It's not just bottles and cans that are getting recycled through Orange County's Waste & Recycling Department.
It's also senior political appointees.
This week, Chip Monaco -- chief of staff to County Supervisor Pat Bates -- is moving back into the department as a deputy director despite a countywide hiring freeze.
OC Waste & Recycling is actually where Monaco came from two years ago when Bates' last chief of staff left for the private sector.
Down the hallway from Bates' office is the newest county supervisor, Shawn Nelson, who is setting up shop and assembling a staff.
So where's his chief of staff coming from?

Denis Bilodeau, who actually left the fifth floor a few months ago when his last boss -- County Supervisor Chris Norby -- was elected to the state Assembly, also hung out for several months at the county's trash department. He was an engineer working on landfills until coming back to the fifth floor this month to become Nelson's chief of staff.
It's not uncommon to see high-level staffers to county supervisors get absorbed into the county machinery when their bosses move on or when personalities don't mesh. And it keeps happening despite an all-Republican fifth-floor administration that is often passionate about the importance of shrinking government.
Take for example the case Patti Gorczyca. She moved from the county finance staff to work with Supervisor Bill Campbell a few years ago but after a short stint was headed back to the finance staff. When Bates was elected in 2006, Gorczyca was her first chief of staff, but when the job didn't work out, Gorczyca was absorbed back into the county bureaucracy.
When Norby had a personality clash with his brother Eric, who was also his chief of staff, the county's healthcare agency found a job for Eric. Other Norby staffers, like Doug Cox, also found jobs at the agency.
Jessica O'Hare, Norby's former deputy chief of staff, left that office for the rough-and-tumble world of lobbying a few years back. She returned to the county public works department last year.
In fact, the new chief of staff to Bates, Don Hughes, also spent time in the county's planning department after his former boss, Jim Silva, left for the Assembly. He was later added to Bates' staff.
Another longtime Silva chief of staff, Steve Franks, moved into a senior executive post inside the county's healthcare agency after his boss moved to Sacramento in 2006.
Mark Denny, a chief of staff to county Supervisor Campbell, left the office in 2008 but came back to county service less than a year later after a short stint in the private sector. Denny now heads the county's parks department.
County Supervisors Tom Wilson and Chuck Smith also expanded the county bureaucracy by at least three slots when they left office in 2006.
Holly Veale, Wilson's chief of staff, ended up in a senior management slot at the healthcare agency while his press secretary, Lisa Smith, ended up at the Dana Point Harbor Department. Another Wilson aide, Kay Cotton, was absorbed into the Registrar of Voters office.
Smith left behind his principal aide, James Campbell, who left for the planning department and is now a senior executive with the county.

Orange candidates follow Rocco Ballot strategy
Former Orange Trustee Steve Rocco is running as a “Retired Teacher” this time in his bid to regain a seat on the Orange Unified School Board. Last time he ran his win is widely attributed to his ballot description as an educator vs. his more well know and financed opponent who was a community activist, had children in the schools, but happened to be a Park Ranger. So, Rocco won. Since then others have tried the Rocco Ballot strategy also known now as to Rocco-up their ballot descriptions in the hope of gaining votes. Sometimes they are challenged, but most often not. Most recently, Chris Enami tried a similar tactic when he ran in 2006 against Trustee Kim Nichols. Enami a walk-on (after school) girls basketball coach tried to be listed as a “Teacher” on the ballot. Nichols went to court and won an order that forced Enami to remove the misleading moniker. That route is expensive, and few candidates take it that far, allowing less than truthful ballot descriptions to remain unchallenged.

This year in Orange Unified, the Registrar of Voters reports that they were approached about two OUSD candidates- Chris Ngyuen and Steve Rocco. Nguyen is Chris Enami’s fellow Board member on the Orange Villa Park Republican Assembly (OVPRA). Nguyen has himself listed on the ballot as “Education Policy Advisor”. Graduating from USC in 2007 as a Political Science major and from Stanford this year with a Masters in Public Administration, Nguyen’s resume on the Linked In website showed five political internships over a period of two years and being a Legislative aide only since January 2009. While his resume is heavy on political experience, nowhere did his on-line resume mention anything related to being an “Education Policy Advisor” as he describes himself on the ballot. After Orange Net News ran the link to Nguyen’s Linked-In site- Ngyuen deleted the site.

Other interesting ballot designations around town include:

Orange Councilman Jon Dumitru is running for the Orange Mayor’s job, his full time job with the Orange County Fire Authority is as a Fire Communication Dispatcher. However on the ballot Dumitru lists his occupation as Firefighter Coordinator- a position that does not exist.

Running for re-election, Orange Councilman Denis Bilodeau has another fulltime bureaucratic job, he is Chief of Staff to Orange County Supervisor Shawn Nelson. However, in his ballot description he describes himself as a businessman.




Candidate Mike Merino list himself as a Military Officer/ Businessman. He is a Military Reservist and an Architect.

Attorney Fred Whitaker, who is also an Orange Planning Commissioner, pays homage to Shakespeare’s dislike of lawyers by taking no chances and listing himself him self as a Businessman/Planning Commissioner.

Who knew that Steve Rocco would be such a trailblazer.

    I had to read this a few times, and am still perplexed, did he really post this on his web page?

    As I noted in my “About Michael Merino” page, I am concerned about the city’s budget crisis, business growth, and our quality of life.  I am also concerned about government at every level – local, state and federal - raising taxes/fees and making rules at the expense of citizens instead of making hard choices – just like you and I must do at home!  I also have other issues that I intend to address after being elected like traffic congestion, public safety, lowering crime – to name just a few.
